Julian specialises in evaluation and value for money. The Value for Investment evaluation system, developed through Julian’s doctoral research, combines evaluative and economic thinking to assess the quality, impact and value of policies and programs. Julian received the 2021 Australian Evaluation Society Evaluation Systems Award in recognition of the widespread adoption of the approach. Julian is a member of the Kinnect Group, an Associate of Oxford Policy Management, an Honorary Fellow at the University of Melbourne and University Fellow at Charles Darwin University.
